40 Hours/Week with availability from 5:00 am-8:00 pm

Position Summary
The Transportation Road Supervisor/Trainer is responsible for ensuring that the services provided by the transportation division are provided in a safe and proficient manner; this includes the administration and delivery of safety training for the county transportation division and its employees; and the direct observation of daily services provided by the division. The employee will be required to interact in a friendly and courteous fashion with the division employees, other county divisions and clients of the transportation service. This position is part of the Transportation Divisions management team which oversees administration and operation of the division.

Essential Functions
• Ensures the day-to-day transportation services are being provided in a safe, proficient and professional manner, through observation of services and hands on training.
• Must be comfortable using two-way radio, mobile data terminals and other transit-oriented technologies. 
• Provides Drug & Alcohol program training to Public Work Department, passenger sensitivity training and passenger assistance hands on training to division staff, including wheelchair securement training.
• Provides NJ MVC approved CDL training as it pertains to current County employees to obtain a CDL with a Passenger Endorsement (P).
• Enforces the policies, work rules and procedures established by the County Board of Commissioners, County Administrator, Director of Public Works and the Transportation Director.
• Maintains divisional records of all transportation division staff, pertaining to training certifications.
• Must be able to use the divisions current computerized scheduling and dispatching program.
• Interacts daily with vehicle operators, passengers and residents regarding transportation services, as well as other county departments and/or divisions.
• Handles service complaints, notifies the Transportation Director or other appropriate senior management staff of critical complaints.
• Addresses issues to the provision of service or service request, as they pertain to delivering safe transportation, such as evaluating pickup or drop-off locations or the transport of a mobility device.
• Reports to accident/incident scenes for initial Investigation and determination of title 49 CFR part 40 testing,
• Prepares and submits vehicle incident/accident reports to appropriate member of management team.  
• Works with the appropriate management team members to maintain efficiency for all community transit services, paratransit and home delivered meal routes.
• This position under Federal Transit Administration guidelines (title 49 CFR parts 653,654,655) is classified as “Safety Sensitive” and is subjected to Drug & Alcohol regulations (title 49 CFR part 40) and testing. The incumbent shall be familiar with and able to implement FTA and county drug & alcohol testing regulations and guidelines, including but not limited to “Post Accident” and “reasonable Cause” testing.
• Performs additional duties as assigned by Senior Management, the Transportation Director and/or the Director of Public Works.

Qualifications:
• Requires a minimum of an associate’s degree in Transit Planning or related field, with a minimum of three (3) years supervisory experience in an agency involved in the delivery of transportation services; or a possession of a high school diploma or a general equivalency diploma and five (5) years of transportation experience in an agency involved in the delivery of transportation services.
• This position requires possession and retention of a valid New Jersey class “A” or “B” commercial driver’s license (NJSA 39:5B-32, FMCSR Title 49 CFR 390-397) with a passenger endorsement with air brake restriction removed, in addition, this position requires the retention of a valid Federal Motor Carrier/NJMVC approved Medical Examiner Certificate (NJAC 13:21-14.5 c 6). 
• A working knowledge of computer programs, including but not limited to Microsoft Office Suite, computerized scheduling, use of GPS reporting software and public presentation software.  
• This position requires the incumbent to work extensively with staff, general public including senior citizens and/or persons with disabilities; therefore, experience working with a diverse ethnic and/or cultural base is desirable.  
• The incumbent must have excellent communication skills and must be sufficiently proficient in written and spoken English so as to be able to read road maps, recognize addresses, read written reports and to interact with emergency personnel in the event of emergency situations.
• Incumbent must have strong customer service skills and public speaking skills given the responsibilities that this position has in training large groups and representing the division to the general public, county divisions, private agencies and private non-profit agencies. 
• Additionally, the incumbent must have completed and retained certification as an instructor/trainer for the Community Transportation Associations Passenger Assistance Safety & Sensitivity (PASS) course and a New Jersey Motor Vehicle Commission approved Defensive Driving Course (DDC). If certification is not valid at time of hire, certification must be secured within one (1) year of hire.
