The Somerset County Improvement Authority (SCIA) was established in 2001 as an additional shared services program that Somerset County offered to municipalities and local school districts in an effort to lower their cost of doing business. It was the county's desire to provide an alternative funding mechanism for use by the county's local units when there is an opportunity to save taxpayer dollars.
