Description
The Accounting Manager, reporting to the Director is a member of the Senior Executive team of the Park Commission with several main responsibilities involving multiple tasks and skills. The position provides support for the daily administration and operation of the agency. This position works with the Director and the senior management team to identify opportunities to improve policies, meet objectives to make the workplace more efficient.  The position provides critical support to the Director’s relationship with the Park Commission.  The position oversees Park Commission Accounting and Finance functions and procedures.   The position is responsible for adherence to Fiscal Control Procedures of oversight agencies.

The Accounting manager will oversee the development of the Park Commission operating budget to support the goals and operations of the agency, and to effectively monitor revenue and expenditures prior to and once the operating budget is adopted. The position will assist with capital budget development and planning and perform additional administrative functions to monitor fund balances working in conjunction with Park Commission and Engineering staff.  Serve as an advisor, as requested, to the Director, Director of Operations, Administrators, and Managers as appropriate on budget matters.

The position is responsible for several additional critical functions related to Park operations. 

Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration or related field and at least five years of professional fiscal management experience in government setting, preferably parks and recreation, involving revenue producing facilities.  Knowledge of New Jersey government budgeting, accounting and finance practices and methods, and their application to specific situations.  Knowledge of NJ Local Public Contracts Law, and ability to interpret and apply this law, in order to advise Park Commission managerial staff. Experience in developing budgets, and skill in monitoring revenue and expenditures.  Ability to establish and maintain good working relationships with Park Commission staff and County Purchasing and Engineering staff.  Ability to exercise independent judgment.  Must possess strong modeling, planning and organizational skills, and be able to balance multiple projects simultaneously.  Must have a valid driver’s license.
