Serves the 21 municipalities of Somerset County and its residents through the administration of Federal and County funded programs fashioned to address a myriad of community, housing and economic development needs. Provides technical assistance to program applicants, monitors grant fund recipients for compliance with federal regulations, and process reimbursement payments for program-related expenses. Liaises with other government bodies and reporting agencies to provide accomplishment data for activities ranging from sidewalk and sewer rehabilitation to housing down payment assistance to rental assistance to daycare to veteran job training services.
The predominant beneficiaries of the programs are low and moderate income clients and neighborhoods. Provides guidance and resources to clients about local non-profit agencies and current programs.

Provides quality, accessible, and comprehensive employment and supportive services access to responsive to the needs of job seekers, employers and the community, including services for specialized populations including veterans, youth, 55+, ex-offenders, public assistance recipients and those living with a disability. Services for residents of Somerset and Hunterdon County include career and vocational counseling, aptitude, interest and skill assessments, job seeker workshops and webinars, training grants to increase marketability, on-the-job training grants, literacy services including high school equivalency and English as a second language, access to recruitment events, weekly job postings and labor market information. Responsible for insuring fiscal and programmatic management for juvenile detention and alternative to detention programs for Somerset County youth ages 12 -18. There are seven programs that operate out of this division:
- Juvenile Detention for court-involved youth who require secure care.
- Home Detention Program (HDP) for court-involved youth who can safely return to the community with electronic monitoring.
- Advanced House Arrest (AHA) for lower risk court-involved youth who require some
supervision in the community. - Juvenile Justice Intensive Case Management (JJICM) for court-involved youth who need case management assistance in order to prevent secure placement or to reintegrate into the community after a period of secure care.
- Advanced Station House Adjustment (ASHA) which provides a community service program for youth who have committed a Disorderly Person (DP) offense, Petty Disorderly Persons (PDP) offense or who have been charged with an offense in the municipal court; and who have previously participated in a Station House Adjustment; with the goal of discouraging youth from re-offending and progressing further into the

Coordinates and facilitates planning, program development, resource allocation and evaluation for the provision of services and programs that work to address economic self- sufficiency and promote the social well-being of county residents. Provides outpatient services to children, adolescents, adults, and older adults. Services include individual, family, group counseling and creative arts therapy for those struggling with life challenges and mental health issues; CARE – outpatient and intensive outpatient (IOP) treatment for individuals struggling with co-occurring substance use and mental health; Psychiatric Evaluation and Medication Monitoring; Medication Assisted Treatment for those in recovery from substance use; Touchstone - adult day program for individuals with a serious mental illness; Employment Works - supported employment program assisting individuals with mental health challenges integrate into the competitive workforce; PATH - outreach program for individuals that are homeless or at risk of homelessness and struggle with their mental health; Options - 26-week program for those seeking to end intimate partner violence; Reach 4 Recovery - community based recovery support program to assist individuals in developing skills to improve overall health, build a peer community and address ambivalence in their recovery; Traumatic Loss Coalition (TLC) – consultation and outreach to schools and communities following a traumatic loss event or critical incident affecting youth.

Provides counsel, information, and referral to county veterans of military service and their families. Assists with the application process for benefits from the Veterans Administration and other federal and state agencies. Orchestrates the issuance of internment memorial markers and grave flags. Assesses and coordinates efforts of government and community agencies that work with at-risk youth and youth with emotional/behavioral health challenges. Using data, plans and develops programs and services to meet the needs of this diverse population through the work of County Interagency Coordinating Council (CIACC), the Youth Services Commission (YCS), the Commission on Child Abuse and Missing Children (CCAMC) and the Juvenile Detention Alternative Initiative (JDAI). Easterseals’ provides behavioral health transitional residential services that are designed to maximize an individual’s potential by providing a structured, supportive environment where participants can take control of their own personal well being. Serious mental illness can be managed and individuals living with a condition can see meaningful success through consistent support.
Eligible participants must be 18 years of age and have a primary psychiatric disability (serious mental illness). Individuals seeking residential services must have a need for assistance in the areas of self-maintenance, understanding mental and co-occurring illnesses, medication education, social functioning, and/or skill development. Applicants must be able to comprehend and agree to a goal-oriented service plan and be able to participate in Easterseals’ activities and recommended treatment programs within their community. Anyone may submit a referral form located on the agency website or requested by phone.

Robert Wood Johnson University Hospital Somerset’s nationally recognized Eating Disorders Program offers a multidisciplinary team approach to address the biological, psychiatric, psychological and social issues related to the disease. Services include individual, group and family therapy; medication management and education; nutrition education; nursing education; self-help groups; occupational therapy; and recreation therapy.

A displaced homemaker is defined as an individual who has not worked in the labor force for a substantial number of years but has, during those years, worked in the home providing unpaid services for family members and has been dependent upon the income of another family member but is no longer supported by that income and:
- Is receiving public assistance because of dependent children in the home but is within one year of no longer being eligible for assistance; or
- Is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment; or
- Is at least 40 years of age, an age at which discrimination based on age is likely, and at which entry or reentry or advancement in the labor market is difficult.
A survivor of Domestic Violence is also covered under this legislation. Although historically these programs only served women, at this time the programs also serve men.
The Displaced Homemaker Programs offer support groups, educational short-term certifications, computer skills, financial management, resume writing, job search, and other related workshops to help individuals become economically self-sufficient.
